Basmati Rice Export to Saudi Arabia — A Guide for Importers and Distributors
Saudi Arabia is the largest market for Indian Basmati rice in the world. Rice is not a side dish in the Kingdom — it is central to the cuisine, the culture, and the daily table. Kabsa, mandi, jareesh with rice, and dozens of regional rice preparations mean that Basmati quality is noticed, discussed, and remembered by Saudi consumers. For importers and distributors serving this market, sourcing the right Basmati from a reliable, certified supplier is one of the most consequential procurement decisions they make. This guide covers what Saudi buyers expect, the regulatory requirements for Indian Basmati imports, and how to evaluate suppliers.
Saudi Arabia — The World's Largest Basmati Market
Saudi Arabia imports more Indian Basmati rice than any other country in the world. Annual imports routinely exceed 1.2 million metric tonnes — roughly a third of India's total Basmati exports. The market is driven by a large population, high rice consumption per capita, and a deep cultural attachment to long-grain aromatic rice as the centrepiece of the Saudi table.
The South Asian expatriate community — estimated at over 4 million people — further reinforces demand for Indian Basmati. For importers, this combination of Saudi and South Asian consumer demand creates a high-volume, multi-channel market: premium supermarket lines, wholesale distribution to hotels and restaurants, and community grocery retail all compete for shelf space and buying relationships.
The scale of the Saudi market also means it is competitive. Several large Indian exporters supply Saudi Arabia directly. To win and retain Saudi buyers, suppliers need to compete not just on price but on consistency, documentation, and the ability to supply at volume without quality variance.
What Saudi Buyers Specify — Rice Preferences and Grades
Golden Sella 1121 Basmati is the dominant specification for premium retail and food service in Saudi Arabia. The long golden grain, firm texture, and exceptional elongation after cooking make it visually striking in a dish — essential for kabsa and mandi where presentation is part of the occasion.
1509 Golden Sella holds strong market share in the mid-market retail and volume food service segment. Its grain length and cooking performance are very close to 1121 at a lower landed cost, making it the practical choice for large-volume buyers. Many Saudi distributors carry both grades across their portfolio.
Steam Basmati — white grain, softer texture — has a significant market among South Asian communities in Saudi Arabia who prefer the Steam form for everyday cooking. 1121 Steam and 1509 Steam are both traded actively. For importers serving South Asian grocery channels, Steam is an essential part of the range.
Broken percentage matters for Saudi buyers. A lower broken percentage signals careful milling and better cooked grain appearance. Premium supermarket buyers in Riyadh, Jeddah, and Dammam typically specify a maximum of 1–2% broken, while food service buyers may accept up to 5%.
SFDA Requirements — What You Need to Import
The Saudi Food and Drug Authority (SFDA) regulates all food imports into the Kingdom. For Basmati rice from India, the required documentation includes: a commercial invoice, packing list, bill of lading, certificate of origin (attested by the Indian Chamber of Commerce and the Saudi Embassy or Consulate), phytosanitary certificate issued by the Indian Plant Quarantine Authority, and a Halal certificate from an SFDA-approved certification body.
SFDA requires Halal certification from an approved certification body. Not all Halal certificates are accepted — the certifying body must be on the SFDA approved list. BABJEEXPORTS holds current Halal certification from an SFDA-approved body, and the certificate is provided as standard with all Gulf-bound shipments.
APEDA registration is required for all legitimate Indian Basmati rice exporters. The APEDA registration certificate is part of the standard pre-shipment documentation package. Buyers should verify their supplier is APEDA registered before placing an order — unregistered exporters cannot legally export Indian Basmati.
SFDA also reserves the right to test incoming rice shipments for pesticide residues and heavy metals at port. With EU MRL enforcement having tightened globally, Saudi import controls have similarly increased scrutiny. Suppliers who provide shipment-level pesticide lab reports proactively reduce the risk of import delays caused by SFDA border testing.
Shipping from India to Saudi Arabia — Ports and Transit Times
The two primary entry ports for rice imports into Saudi Arabia are Jeddah Islamic Port (serving the western region and Riyadh) and Dammam (King Abdulaziz Port, serving the Eastern Province and the Gulf corridor). Both ports handle large volumes of containerised rice imports and have well-established customs procedures.
From Mundra Port in Gujarat — the main departure point for Indian rice exports — transit time to Jeddah is typically 10–14 days. Mundra to Dammam is 8–12 days. Multiple major carriers operate this lane: Maersk, MSC, CMA CGM, Hapag-Lloyd, and regional Gulf carriers all provide regular services.
A standard 20ft dry container holds approximately 22–24 metric tonnes of bagged Basmati rice. For larger orders, 40ft containers offer 24–26 MT capacity. We handle all export logistics from our Karnal, Haryana facility to the port of loading, including factory stuffing, freight forwarding, and customs clearance. CIF Jeddah and CIF Dammam pricing is available on request.
Packaging for the Saudi Market
The Saudi retail market is dominated by large-format packs — 5kg, 10kg, and 20kg are the most common consumer sizes. Wholesale and catering supply uses 25kg and 50kg PP woven bags. For import, the standard is 25kg or 50kg bulk bags, which are then repacked by the local importer or distributor into branded retail units.
Branded import bags are a significant segment of the Saudi premium rice market. Several Saudi distributors import Basmati packed directly in their own branded packaging — custom printed PP woven bags with the importer's brand, logo, and Arabic text — loaded into containers at the Indian mill. We offer custom printed bag packing with a minimum lead time of 21 days from artwork approval. Arabic language text on packaging is handled without issue.
Jute bags have growing appeal in the Saudi premium segment. A 25kg or 50kg jute bag carries a natural, traditional quality signal that premium Saudi retailers can charge more for. We offer jute bag packing as a premium option for buyers targeting the high-end retail or gifting market.
Why Consistency Matters More Than Price in Saudi Arabia
Saudi importers managing distribution across multiple supermarket chains, hotel groups, and wholesale accounts face a specific problem when rice quality is inconsistent between shipments: their retail and food service customers notice, and they complain. A hotel executive chef who switches to a supplier because of price, then receives a batch of Basmati that performs differently, faces an expensive and embarrassing problem with his kitchen.
The Saudi market rewards consistent suppliers with long, stable business relationships. A buyer who finds a reliable source — consistent grain length, consistent golden colour, consistent cooking performance — will stay with that supplier for years. The relationship-oriented nature of Saudi business culture amplifies this: once trust is established, it generates repeat business without the constant price negotiation that characterises more transactional markets.
At BABJEEXPORTS, every batch is tested against the same grain length, moisture, and pesticide specification before packing is authorised. The spec does not change between shipments. Buyers who have experienced quality variance from their current supplier and are looking for more predictable supply should contact us for a sample — the difference in consistency is apparent from the first comparison.
Saudi Arabia is the world's largest Basmati market and one of the most demanding in terms of quality expectations and import documentation. BABJEEXPORTS exports BRC certified, Halal certified, pesticide-free 1121 and 1509 Golden Sella and Steam Basmati rice directly from our Karnal, Haryana facility. We supply CIF Jeddah and CIF Dammam with full SFDA-compliant documentation — APEDA certificate, Halal certificate, phytosanitary certificate, pesticide lab report, and certificate of origin.
